6.
Given the nature of order being passed, there is no necessity to seek return by any of the respondents as no further proceedings and/or pleadings are required.
7.
Without commenting on the merits of the case, writ petition is disposed of with a direction to the Appellate Authority to fix an actual date in appeal of the petitioner after giving him notice and thereafter dispose of the same as expeditiously as possible. Needless to say that hearing of appeal shall be conducted when the work resumes after the lockdown period caused by Covid-19 pandemic is over, as per decision of the State Government. 8.
If for some reasons, the Appellate Authority is unable to dispose of the appeal, it would be appreciated that the stay application filed therein is taken up for hearing and is disposed of within a period of 3 months from today, by observing full pandemic precautions.
9.
Disposed of in above terms.
