"# $% &&&&& +*&,.&/0 Prayer made in the present writ petition is against the order dated 20.01.2023 whereby the security granted to the petitioner had been ordered to be removed.
A short reply by way of affidavit of Ajay Kumar, PPS, Deputy Superintendent of Police, Security, Punjab has been filed wherein it has been averred as under:
"4. That Special Director General of Police internal security has reported that the petitioner is owner of Manna Jewellers Showroom at Jandiala Guru. The petitioner alleged that on July, 2022, three unknown persons with covered faces, entered his shop and demanded ransom of Rs/-10 Lakhs and silver
-2jewellery boxes from him and threatened him with dire consequences. He alleged to have received an extortion call from unknown person in July, 2022 and had submitted a written complaint in this regard to local police. According to office record, at present there is no other specific threat input indicating any threat to the security of the petitioner from any terrorist/militant /gangster outfits operating in the country.

That in view of above recommendation, Additional Director General of Police, Security Punjab approved 1 PSO to be deployed with the petitioner till 31-12-2023 on purely temporarily basis, subject to periodic review, as per guidelines laid down in the State Security Policy-2013. Directions have been issued to the Senior Superintendent of Police Amritsar (Rural) to withdraw any excess PSO's, if deployed with Sh. Rajiv Kumar @ Manna, with immediate effect. In view of the above mentioned facts and circumstances, present writ petition is liable to be dismissed, in the interest of justice.
6. That the respondents are guided by the norms and guidelines laid down in the aforementioned State Security Policy 2013. According to the State Security Policy 2013, personal security cover to private individuals is provided on the basis of an evaluation of threat perception which is subject to periodic reviews. The perception of threat is evaluated on the basis of an elaborate threat assessment exercise, and it is only after a careful consideration and an objective assessment and analysis of latest inputs received from the State Intelligence/field units that the security cover is deployed withdrawn/or modified accordingly. The office of Additional, Director General of police, Security, Punjab, is the competent authority for carrying out assessment of threat and for the deployment/ withdrawal/review of security cover. In the present case petition is not consider security policy.
7. That in view of the above mentioned facts and circumstances, Additional Director General of Police, Security Punjab has approved only 1 PSO to be deployed with the petitioner till 31-12-2023 on purely temporarily basis. Directions
-3have also been issued to the Senior Superintendent of Police Amritsar (Rural) to withdraw any excess PSO's, if deployed with Sh. Rajiv Kumar @ Manna, with immediate effect, subject to periodic review, as per guidelines laid down in the State Security Policy-2013."
It is evident from a perusal of the aforesaid reply that the respondents have already issued order for deployment of one personal Security Officer vide report dated 11.08.2023 subject to review of the threat perception. In view of the above, the present writ petition is disposed of as having been rendered infructuous. A decision as regards security arrangement may be taken by the respondent-authorities on a periodic threat review. /+*&,2 +'. '
