The petitioner is a retired employee. He prays for the issuance of a writ in the nature of mandamus to direct the respondents for the payment of wages at the minimum of the pay scale with respect to the period from 01.01.1993 to 01.01.2019.

In the facts of this case, it is debatable "Whether a civil suit on same cause of action on account of delay would be maintainable at this stage?" Hence, the petitioner, if so advised, may avail the alternative remedy.
