Learned counsel for the petitioner would contend that the petitioner was contractually employed by GOC, PH & HP (I) Sub Area, Ambala Cantt. for rendering services to the units/establishment located in the area of responsibility of Head Quarter PH & HP (I). He would further contend that the petitioner has successfully completed six contracts. Now fresh advertisement (Annexure P-1) has been issued qua which the petitioner applied, however, he was not even shortlisted though he fulfills all the requisite conditions.
