Apart from the LPA being time-barred, we also notice that the issue decided by learned Single Judge was based on the judgment passed by the Division Bench of this Court in State of Haryana and others vs. Jai Bhagwan, LPA No.1892 of 2019 decided on 26.07.2024. The said judgment has been assailed before Hon'ble Supreme Court and the SLP has also been dismissed. 2.

In view thereto, no case for interference is made out even on merits. The present LPA is dismissed both on latches and delay as well as on merits.
