**** RITU BAHRI , J. (Oral) Petitioners are seeking quashing of impugned order dated 04.10.2013 (P-1), order dated 16.01.2015 (P-2) and order dated 15.04.2015 (P-3) whereby the petitioners have been given punishment of stoppage of one annual future increment with permanent effect.

At the very outset this writ petition is liable to be dismissed on the ground of delay, as the petitioners are challenging the impugned order after a gap of almost 04 years.
