CORAM:- HON'BLE MR. JUSTICE JAGMOHAN BANSAL Present:- Mr. Ashish Gupta, Advocate for the petitioner Mr. Mohit Garg, Advocate for respondent Nos.2 & 3 Mr. B.K. Bagri, Advocate for respondent No.4 *** JAGMOHAN BANSAL, J. (ORAL) 1.

The petitioner through instant petition under Articles 226/227 of the Constitution of India is seeking setting aside of list of selected candidates to the extent of selection of Anshika Dabas for participation in Youth National Championship to be held at Guwahati (Assam) from 12.04.2026 to 18.04.2026.

2.

Mr. B.K. Bagri, Advocate has filed Power of Attorney on behalf of respondent No.4. The same is taken on record. Registry is directed to tag the same at an appropriate place. 3.

The petitioner claims that she is a boxing player. The respondent conducted trial for selection of candidates to participate in Youth National Championship to be held at Guwahati from 12.04.2026 to

-218.04.2026. As per notification shared on WhatsApp group, qualification for participating in trial was Youth National participation or Junior State medal. The petitioner had participated in weight category of 70-75 kg and had scored first position in junior category in 2024. The respondent No.4 participated in the trial and was selected. She had not participated in Youth National nor scored Junior State medal. Despite ineligibility to participate in trial, she has been selected.

4.

Learned counsel for the petitioner submits that as per eligibility criteria communicated through WhatsApp message, only a candidate who had participated in Youth National or is a Junior State medalist in last year could participate in the trial. The private respondent concededly did not participate in last year Youth National, thus, was not eligible to participate in the trial.

5.

Learned counsel for the respondents No.2 and 3 submits that there were two candidates who participated in the trial. The respondent No.4 stole the march. She defeated petitioner by 4:1. Respondent No.1 did not participate in last year Youth National, however, had participated in Asian Boxing Games in 2024 and won Bronze Medal. She could not participate in last year Youth National because of age dispute. She approached Delhi High Court which directed the respondent to consider her claim and arrange supplementary selection/trial for the purposes of her participation in Asian Championship. Due to lapse on the part of authorities, supplementary trial could not be conducted, thus, respondent No.4 could not participate in the last year championship.

-36.

Learned counsel for the respondent No.4 submits that respondent No.4 participated in 69th National School Games Under-17 Category and scored 2nd position. She also participated in Khelo India Youth games and scored 2nd position. Both the competitions were held in 2025, thus, respondent No.4 had participated in Youth National. 7.

Heard the arguments and perused the record.

8.

From the perusal of record, it is evident that respondent No.4 won Bronze Medal in Asian Boxing Championship held during AugustSeptember' 2024. She had also won 2nd position in 68th National School Games as well as 69th National School Games. She complied with requisite conditions and defeated petitioner in the trial. 9.
