The present writ petition has been filed under Article 226 of the Constitution of India seeking issuance of a writ in the nature of mandamus directing the respondents to grant to the petitioners the minimum of the regular pay scale in terms of Government instructions dated 03.11.2017 (Annexure P-16), issued by the Government of Haryana in the light of the judgment of the Hon'ble Supreme Court in State of Punjab v. Jagjit Singh dated 26.10.2016, as they are working under the outsourcing policy PartB/Part-II and also seek grant of dearness allowance and other admissible

allowances at par with regular employees, along with consequential benefits and interest, in terms of subsequent judicial pronouncements (Annexures P-17 and P-18). A further direction is sought for regularization of their services upon completion of 10 years, the petitioners having rendered about 18 years of service, in view of the judgments relied upon (Annexures P-22 to P-24).

Learned counsel for the petitioners at this stage submits that they would be satisfied if a direction is issued to respondent No.1 to decide the legal notice dated 03.02.2026 (Annexure P-25) by passing a speaking order in a time bound manner in the light of judgments passed by Hon'ble Supreme Court in Bahadur Singh and Ors Vs. Jaspreet Kaur Talwar & Ors, Contempt Petition(C)-399-2020 in SLP(C)-25389-2011, decided on 16.08.2022 (Annexure P-17), Jaggo Vs. Union of India Ors, SLP(C)-55802024, decided on 20.12.2024 (Annexure P-22), Dharam Singh and Ors Vs. State of U.P & Anr., Civil Appeal No.8558-2018, decided on 19.08.2025 (Annexure P-23) and the judgment passed by this Court in Manak Singh and others Vs. State of Punjab and others, CWP-13015-2021 and connected matters, decided on 19.01.2026 (Annexure P-24) and letters dated 17.07.2023 & 25.04.2025 (Annexures P-20 & P-21) respectively. 3.

Mr. Piyush Khanna, Advocate, appears and waives service of notice on behalf of the respondents and submits that he has no objection in

the event this Court issues a direction to respondent No.1 to consider and decide the legal notice dated 03.02.2026 (Annexure P-25) in a time-bound manner, in the light of the judgments passed by the Hon'ble Supreme Court as well as this Court (supra) and the letters (supra) (Annexures P-17 and P-20 to P-24).

In view of the limited prayer made by learned counsel for the petitioners, and without commenting upon the merits of the case, the present petition is disposed of with a direction to respondent No.1 to consider and decide the legal notice dated 03.02.2026 (Annexure P-25) filed by the petitioners, by passing a speaking order in a time-bound manner, in the light of the judgments and letters referred to hereinabove (Annexures P-17 and P-20 to P-24), within a period of two months from the date of receipt of a certified copy of this order.

Needless to observe that, if the petitioners are found entitled to the relief sought, the same be granted to them forthwith by the respondents/competent authority, in accordance with law. 7.

Pending miscellaneous application(s), if any, shall also stands disposed of.
