ARUN MONGA, J. (ORAL) Matter was taken up for hearing on 20.02.2023, when learned counsel appeared out of professional courtesy as learned counsel who filed instant appeal was later elevated to the Bench of this Court. Registry was asked to issue notice to appellants. Needful has been done. Office report reveals that appellants No.1 (i) and 2 (i-iv) have died. No one has put in appearance on behalf of appellants No.2 (v, vi) despite service. Neither legal heirs of deceased appellants have taken any steps to get themselves impleaded, nor anyone has appeared on behalf of remaining appellants, despite service. It appears that by sheer effluxion of time, since the appeal is pending for the last more than 22 years, they have lost interest in pursuing the appeal.
