Through the instant petition, filed under Article 226/227 of the Constitution of India, a prayer is made for issuance of a direction upon the respondent no.3 to issue no dues certificate/NOC, and also to the Intership Completion Certificate/other necessary academic documents required for registration and employment of the petitioner, as he has completed his intership in view of the order passed by this Court in CWP11651-2024 vide order dated 05.02.2025 (Annexure P-1). 2.

Upon notice, today Mr. Jitender Singh Gill, Advocate, has caused appearance on behalf of contesting respondent no.3, and on instructions, he submits that the dispute with regard to three years fee DHARAM VIR 2026.05.30 12:51 I attest to the accuracy and integrity of this document

CWP-10621-2026 -2which is to be paid by the government, is pending. However, he fairly concedes that respondent no.3-university, does not have intention to retain the academic documents, of the petitioner. He further submits that all the academic documents, of the petitioner will be released to him, forthwith, however, liberty may be granted to recover the all the dues, either from the petitioner or from the government. 4.

In view of the above, the instant petition is disposed of, with a positive mandamus upon the respondent no.3-university to forthwith hand over all academic certificates or any other documents including degree, as have been retained, to the petitioner, forthwith. However, respondent no.3-university shall be liberty to take all legal recourse to recover the fee, either from the petitioner or from the competent authority of the government, as legally permissible.

All pending application(s), if any, also stand disposed of accordingly.
