*** M.M.S.BEDI, J.(ORAL) Petitioner Manjit Kaur seeks concession of pre-arrest bail in a case registered at the instance of Jaswinder Singh alleging that after the death of his wife about 9 year back, for the welfare of his two children, he intended to remarry. He contacted the petitioner, who disclosed her name as Harpreet Kaur and running a Property-cum-Marriage Bureau and suggested another girl with the name as Harpreet Kaur, about 20/25 years of age. The complainant was taken in a house in front of a vacant plot.

During conversation few persons posing to be members of CIA staff came and assaulted the complainant, removed his clothes and clicked his indecent phogotraphs with the lady present and threatened to make the photographs public claiming that one of the persons of the party was press reporter of PTC News and snatched money and phones of the complainant. A lady posing herself to be President of Mahila Mandal came on the spot and raised a demand of Rs.2.00 lacs for the POOJA SHARMA 2015.02.

CRM-M-41973 of 2014 -2police personnel. On complainant showing inability to pay the amount, his ATM card of ICICI bank was taken away after giving beatings and money was withdrawn by using the password.

So far as petitioner is concerned she posed herself as Harpreet Kaur. She was permitted to join investigation. During course of investigation, it has been found that petitioner is actually involved in the case and that on earlier occasions she has indulged in similar activities but no detail of any criminal case has been brought to the notice of the Court.

Taking into consideration the active role played by the petitioner in blackmailing the complainant taking advantage of his family situation, I do not find any extra-ordinary exceptional circumstances to grant the concession of pre-arrest bail to the petitioner.
