The Division Bench while admitting the petition specifically declined the stay on 31.07.2002.

Learned counsel also submits that despite best efforts he has been unable to establish contact with the petitioner. 4.

Disposed of, reserving the petitioner with a liberty to get it revived, in case need arises.
