The prayer made in the present petition was to promote the petitioners as Pharmacy Preparers, being senior most. 2.

Learned State counsel refers to the preliminary objection No.1 to submit that no person junior to the petitioners had been promoted and the Govt. vide letter dated 16.05.2002, issued by the Department of Finance, had decided that the posts which were lying vacant would not be filled up, as such they were not considered.
