The petitioner through instant petition under Articles 226/227 of the Constitution of India is seeking direction to respondents to address his legal notice dated 23.12.2025 whereby he has requested to conduct impartial departmental inquiry against respondent Nos.7 & 8 for illegally registering/transferring government land in connivance with private respondent i.e. respondent No.9.

As per petition, the Land Acquisition Officer, Urban Estate Department, Faridabad vide the letter dated 05.08.2025 has confirmed that as per office record, land in Killa No.73//15/1, 15/2, 74//10/1, 10/2, 11, 12 in Village Unchagaon, Tehsil Ballabhgarh, District Faridabad was acquired for Sector 62 in 1989-99 vide Award No.6 dated 13.02.2001. Possession of the land was given to Haryana Shehri Vikas Pradhikaran (for short 'HSVP'). The respondent No.9 illegally got transferred said land in his name vide mutation No.37048 dated 13.01.2025 and thereafter DEEPAK BISSYAN 2026.04.10 15:55 I attest to the accuracy and integrity of this document

CWP-11159-2026 -2illegally transferred to different persons including his son-wife who further sold part of land to Vinita for sale consideration of Rs.28 lakhs vide sale deed dated 21.05.2025. The petitioner filed representation to different authorities including Police Commissioner, Faridabad.

Administrator, HSVP has filed his complaint stating that respondent No.9 has submitted an affidavit that sale deed executed by him in which HSVP land was wrongly entered will be rectified within two months. The aforesaid documents reveal that respondent No.9 had illegally transferred land of respondent No.4. He has served legal notice dated 23.12.2025 upon respondent to conduct impartial inquiry and take an appropriate action against official respondents who had executed transfer deed in connivance with respondent No.9 3.

Learned State counsel, on instructions from Mr. Rohit, ADA, DC Office and Mr. Sukram Sangwan, o/o FCR, submits that respondents No.1 and 2 would look into the matter and take an appropriate decision within three months from today. If it is found that there was misappropriation of public land on the part of private persons in connivance with Government officials, appropriate action would be taken in accordance with law.

In the wake of statement of learned State Counsel, the petition stands disposed of without expressing any opinion on merits. 5.
