Petitioners have filed this petition under Section 482 Cr.P.C. against State of Punjab and other respondents for calling record of complaint No.1144-LPL dated 16.10.2017 made by respondent No.6 and to direct respondents No.1 and 2 to handover the enquiry of the complaint to some unbiased officer etc.

I have heard learned counsel for the petitioners and have gone through the record.

From the record, I find that the petitioners have not filed any representation to the Senior Superintendent of Police for the redressal of their grievance. The petitioners are asking this Court for calling record of the alleged complaint No.1144-LPL dated 16.10.2017, copy of which has not been placed on record by the petitioners. It is written in the headnote of Vineet Gulati 2017.11.21 10:21 I attest to the accuracy and authenticity of this document Chandigarh the petition that copy of the complaint has not been supplied by the police.

CRM No.M-42555 of 2017 -2When the copy of the complaint is not on the record, the Court does not know the contents of that complaint. Without knowing the facts of the case, this relief, directing respondents No.1 and 2 to handover the enquiry to some unbiased officer, cannot be given. Otherwise also, the petitioners are first to make representation to the competent authority for redressal of their grievance. If the competent authority will not look into the matter, then the petitioners can approach the Court for redressal. In view of the above discussion, present petition is dismissed with the liberty to the petitioners to file representation before the competent authority/senior police officer.
