(ORAL) Counsel for the petitioner states that limitation of 60 days was fixed by the respondents while amending Rule 11(3) of the Common Cadre Rules, 1978 on 17.06.2016 and the said letter was never circulated so as to make aware the employees of the respondent-Bank. Counsel for the petitioner also admits that this plea has never been raised by the petitioner before the authorities vide which his revision petitioner under Section 69 of the Punjab Cooperative Societies Act, 1961 against order dated 16.05.2017 was rejected being time barred. Once, this plea has not been raised by the petitioner before the said authority, how can this be raised before this Court now.
