Petitioner preferred instant petition for conclusion of investigation initiated way back on 08.06.2011. Vide order dated March 25, 2015, this court had sought a report about inordinate delay in conducting the investigation. Pursuant to same, affidavit of Promod Ben, IPS, Commissioner of Police, Ludhiana has been filed. Learned State counsel has referred to same and submits that challan against all the accused has been presented and action has also been initiated against the negligent police official.

In view of above, grievance of the petitioner has been redressed. However, this court needs to express its displeasure for the manner in which investigations are being conducted. An assurance was given to this court earlier that a separate investigative wing would be created for conducting investigation. It appears, however, that said unit is either defunct or non-functional. CRM M-4497 of 2015 after this court took cognizance of the matter. This court, thus, does not express any opinion on the affidavit filed by Commissioner of Police, Ludhiana. It is necessary that the matter may be looked into by Director General of Police, Punjab. A copy of the order be forwarded to him. Disposed of.
