(ORAL) After arguing for some time, counsel for the petitioner states that he may be allowed to withdraw the present writ petition with a liberty to file fresh petition on the same cause of action by challenging the condition of prospectiveness of the instructions dated 01.10.2018 so as to deny the claim to the petitioner, who is seeking grant of benefit of promotional increment after rendering 23 years of service w.e.f. March, 2002.
