Present civil writ petition has been filed under Articles 226/227 of the Constitution of India for issuance of a writ in the nature of mandamus directing the respondents to grant the statutory pay scale to the petitioners as per The Punjab State Cooperative Supply and Marketing Federation Employees (Common Cadre) Service Rules, 1990 (Annexure P-4) from the date of entry into service and arrears along with interest @12% per annum and further to issue a writ in the nature of certiorari seeking quashing of the instructions dated 17.07.2020 (Annexure P-3). It is further prayed to direct the

-2respondents to grant the benefit of instructions dated 05.01.2026 (Annexure P-9) to the petitioners after considering their pay scale as Rs.10300-34800 + 4400 Grade Pay for the post of Assistant Accountant, Rs.5910-20200 + 2400 Grade Pay for the post of Assistant Field Officer, Rs.5910-20200 + 1900 Grade Pay for the post of Salesman as mandated by Rules ibid. 2.

Learned counsel for the petitioners submits that at this stage, the petitioners would be satisfied, if the representation dated 10.01.2026 (Annexure P-6) submitted by them is decided by respondent No.5 in the light of judgments rendered by this Court in CWP-15896-2023 titled as Saurabh Sharma and others Vs. State of Punjab and another, decided on 13.09.2024 (Annexure P-7), CWP-28448-2025 titled as Sandeep Kumar and others Vs. State of Punjab and others, decided on 22.09.2025 (Annexure P-8) and the instructions dated 05.01.2026 (Annexure P-9), by passing a speaking order, after affording an opportunity of hearing, in a time bound manner. 3.

Notice of motion.

Mr. Vikas Sonak, AAG, Punjab, who is present in the Court, accepts notice on behalf of respondents No.1 to 4-State while Mr. Amandeep Singh, Advocate accepts notice on behalf of respondent No.5 and he has no objection, in case a direction is issued to respondent No.5 to consider and decide the representation dated 10.01.2026 (Annexure P-6), in a time bound manner, by passing a speaking order.

In view of the limited prayer made by learned counsel for the

-3petitioners, present petition is disposed of and respondent No.5 is directed to consider and decide the representation dated 10.01.2026 (Annexure P-6) in terms of the judgments rendered by this Court in Saurabh Sharma's case (supra), Sandeep Kumar's case (supra) and the instructions dated 05.01.2026 (Annexure P-9) and pass a speaking order, after affording an opportunity of hearing to the petitioners, within a period of three months from the date of receipt of certified copy of this order.

Further, the decision taken on the representation dated 10.01.2026 (Annexure P-6) shall be conveyed to the petitioners. 7.

Needless to say, if the petitioners are found entitled to the relief sought, the same be granted to them forthwith by respondent No.5. 8.

The pending miscellaneous application(s), if any, shall stand disposed of.
