Present civil writ petition has been filed under Articles 226/227 of the Constitution of India for issuance of a writ in the nature of mandamus directing the respondents to consider the petitioners for regular/permanent employment in view of the judgments passed by the Hon'ble Apex Court in Jaggo Vs. Union of India and others, 2025 AIR SC 296 and this Court in CWP-31304-2025 titled as Joginder Vs. State of Haryana and others, as they were directly engaged by the respondent-Corporation on DC rate in the year 2012-2013 under outsourcing policy Part-II against the sanctioned vacant posts and are continuously working since then. It is further prayed to direct

-2respondent No.2 to take appropriate decision on the representation dated 02.02.2026 (Annexure P-2).

Learned counsel for the petitioners submits that at this stage, the petitioners would be satisfied, if the representation dated 02.02.2026 (Annexure P-2) submitted by them is decided by respondent No.2, by passing a speaking order, after affording an opportunity of hearing, in a time bound manner.

Mr. Piyush Khanna, Addl. AG, Haryana, who is present in the Court, accepts notice on behalf of respondent No.1-State while Mr. Sukhdeep Parmar, Advocate accepts notice on behalf of respondents No.2 to 6. They have no objection, in case a direction is issued to respondent No.2 to consider and decide the representation dated 02.02.2026 (Annexure P-2), in a time bound manner, by passing a speaking order.

In view of the limited prayer made by learned counsel for the petitioners, present petition is disposed of and respondent No.2 is directed to consider and decide the representation dated 02.02.2026 (Annexure P-2) in the light of judgments rendered by the Hon'ble Supreme Court in Jaggo's case (supra), Pawan Kumar and others Vs. Union of India and others, SLP (C) No.29214 of 2019, decided on 13.02.2026 and the judgments passed by this Court in Joginder's case (supra), CWP-13015-2021 titled as Manak Singh and others Vs. State of Punjab and others, decided on 19.01.2026,

-3CWP-6481-2026 titled as Shiv Kumar and others Vs. State of Haryana and others, decided on 05.03.2026 as well as CWP-3714-2026 titled as Suresh Kumar Vs. State of Haryana and others, decided on 09.02.2026 and pass a speaking order, after affording an opportunity of hearing to the petitioners, within a period of three months from the date of receipt of certified copy of this order.

Further, the decision taken on the representation dated 02.02.2026 (Annexure P-2) shall be conveyed to the petitioners. 7.

Needless to say, if the petitioners are found entitled to the relief sought, the same be granted to them forthwith by respondent No.2. 8.

The pending miscellaneous application(s), if any, shall stand disposed of.
