The petitioner through instant petition under Articles 226/227 of the Constitution of India is seeking direction to respondent No.2 to address his representation dated 30.01.2026 alleging impersonation and connivance by respondent Nos.3 to 5.

As per petition, the petitioner came to India in January' 2025 and found that his plot has been fraudulently sold and registered in the name of Navjot Singh by impersonating him. A forged Power of Attorney dated 27.07.2021 was executed in favour of Palwinder Singh by using forged Aadhaar Card and passport. Jagmohan Singh was named as attesting witness. He filed complaint to Additional Director General of Police, NRI Wing, Amritsar. An FIR No.16 dated 14.05.2025 under Sections 419, 420, 468, 471 and 120-B of Indian Penal Code, 1860 was registered against Amarbir Singh; Jagmohan Singh; Harbans Singh, Nambardar; Navjot Singh and Palwinder Singh. He filed complaint dated 30.01.2026 before respondent No.2-Deputy Commissioner, Amritsar alleging that private MOHIT KUMAR 2026.04.17 16:02 I attest to the accuracy and integrity of this order/judgment.
CWP-11440-2026 -2respondents could not execute sale deed without connivance of Tehsildar and Sub-Registrar.

Mr. Vikas Arora, Deputy Advocate General, Punjab, who on advance notice is present in Court on behalf of respondent-State, submits that Deputy Commissioner, Amritsar would look into the matter and an appropriate action will be initiated against the erring officials, if found guilty.

In the wake of statement of learned State counsel, the petition stands disposed of.

It is made clear that this Court has not expressed any opinion on merits of the case and jurisdictional Deputy Commissioner shall proceed with the matter, in accordance with law, without being influenced by observations of this Court.
