**** RAJ MOHAN SINGH, J. (Oral) Petitioners have assailed the order dated 05.04.2022 passed by the Permanent Lok Adalat allowing the application under Section 22-C (8) of Legal Services Authorities Act, 1987 filed by respondent No.1.

Perusal of the record would show that claim of respondent No.1 for installation of electric connection has been accepted by the Permanent Lok Adalat, thereby negating the stand taken by the petitioners on the basis of letter memo No.1965/complaint dated 22.09.2021 issued by the Deputy Commissioner, Kaithal to Executive Engineer, UHBVNL, Kaithal. The aforesaid letter has been brushed aside on the ground that it is merely an intra departmental communication and the same JYOTI SHARMA 2022.06.02 19:36 I attest to the accuracy and authenticity of this order/judgment

CWP No. 12839 of 2022 -2is not a notification binding upon the general public. Having heard learned counsel for the petitioners, I find that 200 electric connections are already in existence in the vicinity of the site of respondent No.1. Even factories are also working at the place. Regular electricity is being provided to those establishments under LTS-NDS category. The communication dated 22.09.2021 is an official correspondence between two departments and the same is not by way of any government notification which will bind the general public. Electricity being one of the basic amenities cannot be denied in the manner as suggested in the letter dated 22.09.2021. Poles and transformers are already in existence on the site. Inaction on the part of petitioners has been rightly deprecated by the Permanent Lok Adalat.

I find no ground to interfere in this writ petition. Dismissed.
