The Policy was never withdrawn. He filed civil suit seeking regularization as per 1996 Policy. The suit was dismissed. He unsuccessfully preferred appeal and Regular Second Appeal before this Court. In view of dismissal of suit, he is not entitled to benefit of 1996 Policy. +
