The learned Single Judge has dismissed the writ petition filed by the appellant, vide following orders:- "The petition has been filed seeking a writ of certiorari setting aside the order dated 29.10.2020, Annexure P-1, and a writ of mandamus directing the respondents to adjust the petitioner as Guest Teacher in Hindi or Sanskrit against a vacant post in the Department from the date she was relieved under verbal orders, i.e., 09.01.2009. 2.

Apparently, the petitioner was relieved on 09.01.2009, and she has approached this Court after an unexplained delay of about seventeen years. Besides, the impugned order, dated 29.10.2020, was also passed over five years ago.

The petition, accordingly, suffers from delay and laches, and stands dismissed in limine."

LPA-1114-2026 (O&M) 2 ground to permit the appellant to approach this Court after 17 years. The principle of laches would clearly be attracted in the facts of this case. Just because others made timely challenge or got relief, the same cannot be a ground to condone the inordinate laches of 17 years. 3.

Appeal stands dismissed accordingly.
