Through this writ petition, the petitioner prays for issuance of a writ in the nature of certiorari to quash the order dated 25.04.2007 (Annexure P3).

In substance, the petitioner prays that he ought to have been ordered to be promoted as Sub Divisional Engineer w.e.f. 01.01.1986. The petitioner was promoted to the post of Sub Divisional Engineer vide order dated 17.03.1988 w.e.f. 01.01.1988.

Learned counsel for the petitioner informed the Court that the petitioner retired on attaining the age of superannuation somewhere in the year 2007. This writ petition was filed in the year 2007. There is an unexplained delay of 21 years.

Keeping in view the aforesaid facts, this Court is not inclined to issue the writ. Hence, the writ petition is dismissed. (Anil Kshetarpal) Judge April 07, 2021 "DK"
