[The aforesaid presence is being recorded through video conferencing since the proceedings are being conducted in virtual Court] Petitioner, a partnership firm being eligible, pursuant to the Labour and Cartage Polilcy for the year 2020-21 dated 5.3.2020 (P/1) issued by Department of Food and Civil Supplies and Consumer Affairs,Punjab, submitted its bid for current labour and cartage contractor for P.E.G.Godown within Centre Bathinda,for the year 2020-21. The said bid was rejected vide impugned order dated 17.8.2020 (P/10) as petitioner firm did not upload resolution for participating in the tender. It is alleged that the tender was submitted by both the partners of the firm. Aggrieved by rejection of its technical bid, petitioner firm preferred an appeal pursuant to Clause 16 of the Labour and Cartage Policy (P-1), which is stated to be pending.
