The petitioner through instant petition under Articles 226 of the Constitution of India is seeking directions to respondent-authorities to alter or insulate the overhead 11KV electricity line passing through his property. He is also seeking setting aside of order dated 19.12.2024 whereby Assistant Engineer, Punjab State Power Corporation Limited dismissed his application under Regulation 65 of Central Electricity Authority (Measures relating to safety and electric supply) Regulations, 2023 (for short "CEA Regulations, 2023").

This is second round of litigation. The petitioner on earlier occasion approached this Court by way of CWP-24892-2024 which was DEEPAK BISSYAN 2026.04.21 17:26 I attest to the accuracy and integrity of this document

CWP-11837-2026 -2disposed of with direction to respondent-authority to decide his application dated 02.07.2024. Assistant Engineer, Punjab State Power Corporation Limited vide order dated 19.12.2024 observed that as per Regulation 65 of CEA Regulations, 2023 petitioner is liable to pay expenditure to be incurred to alter overhead electricity line. 3.

Learned counsel for the respondent submits that petitioner has alternative remedy to approach Consumer Grievances Redressal Forum. He may further approach Electricity Ombudsman as per Section 42(6) of Electricity Act, 2003.

Faced with this, learned counsel for the petitioner does not press the petition and seeks liberty to approach aforesaid Forum. 5.

In the wake of statement of both sides, the petition stands disposed of. The Court is sanguine that authorities would act promptly if petitioner moves representation.
