The present writ petition has been filed under Articles 226/227 of the Constitution of India for issuance of an appropriate writ or order in the nature of mandamus, directing respondent No.2 to regularize the services of the petitioner from the date of his initial appointment, i.e. 01.06.2000, as the petitioner has been continuously working with the respondents on the post of Pump Operator. A further direction is sought to respondent No.2 to
grant the minimum of the pay scale along with dearness allowance and grade pay upon completion of 10 years of service, in accordance with law. Additionally, the petitioner seeks a direction to the respondents to decide the legal notice dated 13.01.2026 (Annexure P-14) within a stipulated period. 2.
Learned counsel appearing for the petitioner at this stage submits that he would be satisfied if a direction is issued to the respondent No.2 to decide the legal notice dated 13.01.2026 (Annexure P-14) by passing a speaking order in a time bound manner. 3.
On advance notice, Mr. Vikas Sonak, learned Assistant Advocate General and Mr. D.S. Randhawa, Advocate appeared on behalf of respondents No.1 and 2 respectively and filed memo of appearance on behalf of respondent No.2 and they accept notice on their behalf. Registry is directed to place the memo of appearance at an appropriate place. They submits that they have no objection in case a direction is issued to the respondent No.2/competent authority to hear and decide the legal notice dated 13.01.2026 (Annexure P-14) by passing a speaking order in a time bound manner.

In view of the limited prayer made by counsel for the petitioner without commenting upon the merits of the case, the present petition is disposed of and the respondent No.2/competent authority is directed to hear and decide the legal notice dated 13.01.2026 (Annexure P-14) by passing a speaking order in a time bound manner, within a period of three months
from the date of receiving a certified copy of this order. Further the decision taken thereof shall be conveyed to the petitioner. 5.
Needless to say, if the petitioner is found entitled to the relief sought, the same be granted forthwith by respondent/competent authority. 6.
Pending miscellaneous application(s), if any, shall also stands disposed of.
