This is a Civil Writ Petition filed under Article 226/227 of the Constitution of India for the issuance of a writ in the nature of certiorari for quashing of impugned letter dated 16.02.2026 (Annexure P-1) issued by respondent No.2 and letter dated 20.03.2026 (Annexure P-2) issued by respondent No.3.

Learned counsel for the respondents-State has submitted that under the provisions of Rule 31-A Sub Rule 1 of the Haryana Panchayati Raj Rules, 1995, a detailed order dated 15.05.2026 has been passed by the Deputy Commissioner. A copy of the same has been handed over to this Court during the course of arguments which is taken on record and marked as Mark "A" and a copy of the same has also been given to learned counsel PAWAN KUMAR 2026.07.03 09:33 I attest to the accuracy and authenticity of this document

Learned counsel for the respondents-State has further submitted that as per the provisions of Rule 31-A Sub Rule 2 of the Haryana Panchayati Raj Rules, 1995, Gram Panchayat has a right to file an appeal before the Divisional Commissioner.

Learned counsel for the petitioner has submitted that in view of the same, he seeks permission of this Court to withdraw the present writ petition with liberty to the petitioner to file an appeal under Rule 31-A Sub Rule 2 of Haryana Panchayati Raj Rules, 1995 and also with liberty to raise all the pleas which have been raised in the present writ petition, in the said appeal.

In view of the above, the present Civil Writ Petition is dismissed as withdrawn with liberty aforesaid.
