The petitioners pray for issuance of a writ in the nature of certiorari to quash the order dated 21.05.2021, passed by the Chairman-cumManaging Director, Punjab State Transmission Corporation Limited. In order to augment supply of electricity, existing transmission line of 132 KV was sought to be replaced by 220 KV transmission line. For that purpose, on 18.11.2020, while publishing the Scheme, objections, if any, from the public were invited. It is not in dispute that the petitioners did not file the objections. The work of transmission line has already been completed. Now, it is only to be energized. The Chairman-cum-Managing Director, after considering the various aspects of the matter, has passed a detailed order.

Civil Writ Petition No. 14822 of 2021 He, hence, contends that the respondents should be directed to change the alignment of the transmission line.

As per the provisions of the Indian Telegraph Act, 1885, a Scheme is required to be notified and published inviting objections, if any, from the public. Such an opportunity is given only to the avoid objections at any subsequent stage. As already noticed, the work of transmission lines has already been completed. The petitioners did not file objections at the relevant time.

Hence, no ground to issue writ is made out and the present petition is dismissed.
