In the present petition, the prayer of the petitioner is for delimitation of the boundaries/wards of the Municipal Council, Kharar, which has not been done.

Learned counsel for the respondent-State submits that as per the Notification issued by the Census Department, Government of India w.e.f. 01.01.2026, the boundaries of all Municipal Councils have been frozen even for the purpose of delimitation of wards. Due to this, even in cases where delimitation was carried out after 01.01.2026, the Notification was withdrawn. Hence, the plea raised by the petitioner in the present petition is contrary to the Notification issued by the Government of India.
