The present petition has been filed by the petitioner under Articles 226/227 of the Constitution of India, seeking a writ of mandamus directing the respondents to consider and appoint the petitioner to the post of ETT Teacher pursuant to Advertisement dated 06.03.2020 (Annexure P-1) strictly in accordance with her merit and category as the petitioner has fulfilled all the prescribed eligibility conditions, successfully participated in the entire selection process, secured marks within the notified cut-off range and has also undergone documents verification pursuant to Public Notice dated 21.01.2026 (Annexure P-9). Further, direction may be issued to consider the petitioner as fully eligible under the SC(R&O) Category and to grant her appointment to the post of ETT Teacher at par with similarly situated candidates along with all consequential benefits including seniority, notional fixation of pay and continuity of service from the date persons lower in merit or similarly placed were appointed. 2.
Learned counsel for the petitioner submits that for redressal of her grievances, the petitioner has also submitted representation dated VINOD KOTHIYAL 2026.04.24 15:27 I attest to the accuracy and authenticity of this document
CWP-12585-2026 -202.04.2026 (Annexure P-11) before the respondents which is still pending consideration. She further submits that at this stage, the petitioner would be satisfied, if appropriate directions are issued to the respondents to consider and decide the said legal notice, by passing a speaking order, in a time bound manner.

Mr. Surya Kumar, A.A.G., Punjab, accepts notice on behalf of the respondents-State. He has no objection to the innocuous prayer made by learned counsel for the petitioner.

I have heard learned counsel for the parties and have gone through the record of the case.

Without going into the merits of the case at this stage, the present petition is disposed of with a direction to respondent No.2 to consider and decide representation dated 02.04.2026 (Annexure P-11) submitted by the petitioner expeditiously, by passing a speaking order after affording an opportunity of hearing to the petitioner, preferably within a period of 01 month from the date of receipt of certified copy of this order. Further, the decision taken thereon shall be conveyed to the petitioner.
