The petitioner through instant petition under Article 226 of the Constitution of India is seeking direction to official respondents to take appropriate action against respondent No.6-Regional Transport Officer, Ludhiana (for short 'RTO').

The petitioner claims himself to be a public-spirited person who is actively involved in exposing malpractices/corrupt practices in the transport department. He is working on commission basis for the sale of Agricultural Spray Pumps manufactured by M/s Shakti Agro Industries, Ludhiana. RTO of his area is engaged in corrupt/illegal practices including demanding bribe from people who approach him for their vehicle registration. RTO deliberately withholds approval of vehicle registration despite completion of all statutory formalities and payment of DEEPAK BISSYAN 2026.04.27 16:28 I attest to the accuracy and integrity of this document

CWP-12684-2026 -2prescribed fee. He is doing so for getting illegal gratification. In the present petition, he is highlighting instances of delayed registration of school buses. The receipts were submitted in June-July' 2025 but approval was granted on 10.02.2026 after intervention of higher authorities. A detailed complaint dated 19.02.2026 has already been submitted to competent authority but to no avail. 3.

Learned counsel for the petitioner submits that petitioner has approached higher authorities against illegalities of respondent No.6 but to no avail. The grievance of petitioner at this stage would be redressed, if respondent No.5 is asked to look into the matter. 4.

Learned State counsel submits that respondent No.5 would look into the matter and take an appropriate decision. 5.

Learned counsel for the petitioner agrees to the aforesaid arrangement.

In the wake of statement of both sides, the instant petition stands disposed of without expressing any opinion on merits. 7.
