(ORAL) After arguing for some time, counsel for the petitioner states that he may be allowed to withdraw the present writ petition with a liberty to approach the authorities to bring to their notice that punishment of stoppage of five increments without cumulative effect, in the facts and circumstances of this case was being implemented as stoppage of five increments with cumulative effect, as the petitioner has retired prior to the completion of period of five years of punishment and therefore, the said punishment needs to be reconsidered.
