Prayer in this writ-petition is for direction to set-aside Letter of Intent dated 21.02.2012 issued by the respondent and award of contract to respondent No.5, consequential G.O. and all subsequent actions for implementation of High Security Registration Plates Scheme in State of Haryana and to direct Transport Department to consider the bid submitted by petitioner-Company.

Perusal of file reveals that notice of motion was issued in this writ-petition was issued on 24.07.2012 without any interim order. Writpetition was admitted on 23.05.2018. 3.

Learned counsel for State points out that this writ-petition is rendered infructuous by efflux of time as period of contract, in any case, NEETU RANI 2025.09.30 10:17 I attest to the accuracy and authenticity of this order/judgment PHHC, CHD

CWP No.12580 of 2012 (O&M) -2was 10 years. There was renewal of contract but the same is irrelevant and ineffective in view of change in policy for High Security Registration Plates in State of Haryana.

Keeping in view the above, it is apparent that matter at hand has indeed been rendered infructuous.

There is no representation on behalf of petitioner which may be due to the fact that learned counsel earlier representing the petitioner has been elevated to the Bench of this Court. Be that as it may, in the given factual matrix, we do not find any justification for continuation of present proceedings.

Writ petition is, accordingly, disposed of as infructuous with liberty to petitioner to file appropriate application within a period of 08 weeks in case of any subsisting grievance. Copy of this order be conveyed to petitioner at the address given in Memo of parties. 7.
