The petitioners through instant petition under Article 226/227 of the Constitution of India are seeking direction to respondents No.2 & 3 to release domestic electricity connection for their flats without insisting for No Objection Certificate from the developer. They are also seeking direction to respondents to decide their representation dated 23.02.2026.

The petitioners purchased flats in Sushma Valencia, Village Nagla, Sub-Tehsil Zirakpur, District SAS Nagar (Mohali). They vide application dated 14.12.2025 through online PSPCL Portal applied for electricity connection of 5KW load. Their application was returned for want of No Objection Certificate from respondent No.3-PSPCL. They were informed that payment dispute is going on between respondent No.3 and the developer. CWP-12762-2026 -2released domestic electricity connections without NOC but petitioners are left out. They have preferred representation dated 23.02.2026 to the respondents seeking release of electricity connection without NOC but the same has not been addressed till date. As per PSPCL circular dated 17.11.2025 NOC is not required for domestic electricity connection. 3.

Mr. Sachin Mankash, Advocate has filed memo of appearance on behalf of respondent-PSPCL. The same is taken on record. Registry is directed to tag the same at an appropriate place. 4.

Learned counsel for the respondent at the outset submits that petitioner has approached this Court without approaching Circle/Zonal Dispute Settlement Committee. They also have remedy to approach Electricity Ombudsman.

In the wake of availability of alternative remedies, the petition stands disposed of with liberty to petitioners to approach Circle/Zonal Dispute Settlement Committee. The Court is sanguine that if petitioners approach aforesaid Committee, their grievance would be redressed within period prescribed in the Regulations framed by Punjab State Electricity Regulatory Commission.
