The petitioner has filed the instant petition under Article 226 of the Constitution of India, seeking issuance of a writ of certiorari for quashing the impugned order dated 13.02.2025 (Annexure P-2) dismissing the appeal of the petitioner on the ground of limitation and quashing of orders dated 07.01.1988 & 26.07.1989 (Annexures P-3 & P-5, respectively) imposing major penalty of stopping annual increments of the petitioner on permanent basis without following the procedure. Further, seeking issuance of a writ of mandamus directing the respondents to grant the petitioner all benefits to which he is entitled.

After arguing the case for sometime and realizing that the Court is not inclined to interfere in the matter as there is a considerable delay in approaching the Court, learned counsel for the petitioner wishes to withdraw the instant petition.
