Tribhuvan Dahiya, J (Oral) This petition has been filed seeking a writ of mandamus directing the respondent authorities to implement instructions dated 22.10.2003, Annexure P-4, for higher pay scale in government aided schools in the State of Haryana.

Learned State counsel, appearing on advance notice, contends that the petition has been filed straightway without even raising a demand before the respondents, therefore, it is not maintainable.
