Through this writ petition, the petitioner prays for issuance of a writ in the nature of certiorari to quash the order dated 09.06.2021, issued by the respondent No.3-Special Director General, State Armed Police, Punjab, while responding to the petitioner's notice.

In substance, the petitioner claims that his case, for grant of promotion to the post of Head Constable, under the sports quota, is not being considered. In response to the notice, the respondents have filed their reply. It has been pointed out that the promotions of the sports persons in the police department are regulated by a Sports Policy dated 15.10.2013, which has been adopted by the Government. It has further been pointed out that the petitioner claims promotion to the higher rank on the basis of Inter Zone Handball Championship competition, which is not as per the criteria prescribed by the Sports Policy dated 15.10.2013. The petitioner claims the
sports achievements by referring to 20th Inter Zone (Men and Women) Handball Championship, held at Sangrur, Punjab, from 9th to 12th April, 2019. The respondents claim that the aforesaid championship is not recognized for the purpose of promotion to the next higher rank as per the sports policy.

From the careful perusal of the Sports Policy dated 15.10.2013, the following games/championships are recognized:- "B.
For Promotion In order to provide transparent and accelerated promotions to the deserving sports persons to the next higher rank against sports persons quota of 5% shall be followed.

It is evident that the Inter Zone (Men and Women) Handball Championship is not recognized for granting additional marks for the purpose of promotion. Hence, no ground is made out to issue the writ. Consequently, the present writ petition is dismissed.
