The alleged detenues, whose names have been mentioned in Para No.4 of the petition, are stated to be working in a Brick Kiln owned by respondent No.4 situated in the area of Village Gujjrabassi, P.S. Chamkaur Sahib, Tehsil and District Ropar. The District Magistrate of the District is the competent authority as per Chapter-IV of the Bonded Labour System (Abolition) Act, 1976 to deal with such like matters. The petitioner, therefore, is relegated to avail the remedy before the District Magistrate concerned.
