The present petition has been filed by the petitioners under Article 226 of the Constitution of India, seeking a writ of mandamus, directing the respondents to release the amount of Rs.10,38,550/- which is recoverable from the respondents as during the pendency of CWP No.16386 of 2018 pertaining to 13 sanctioned posts on contract under grants in aid scheme, the petitioner-college released the salaries of the staff appointed from its own funds. Further, directions have also been sought for grant of interest @ 12% per annum on the outstanding arrears of grants in aid from the date it fell due to the date of disbursement.

Learned counsel for the petitioners submits that for redressal of their grievances, the petitioners have also made a representation dated 09.03.2026 (Annexure P-3) to the respondents which is still pending consideration. CWP-13143-2026 -2stage, the petitioners would be satisfied, if appropriate directions are issued to the respondents to consider and decide the said representation, by passing a speaking order, in a time bound manner. 3.

On receipt of advance copy, Mr. Siddharth Sandhu, AAG, Punjab, accepts notice on behalf of the respondents. He has no objection to the innocuous prayer made by learned counsel for the petitioners.

I have heard learned counsel for the parties and have gone through the record of the case.

Without going into the merits of the case at this stage, the present petition is disposed of with a direction to respondent No.2 to decide the representation dated 09.03.2026 (Annexure P-3) submitted by the petitioners expeditiously, by passing a speaking order after affording an opportunity of hearing to them, preferably within a period of 03 months from the date of receipt of certified copy of this order.
