Learned counsel appearing for the Corporation submits that gas agency became functional on November, 2013. The decision was taken by the Corporation after considering all the material on record. Mr. Goel, however, submits that as per his instructions, application of the petitioner remained pending. The decision was taken by the Corporation unilaterally. Petitioner was not afforded an opportunity of hearing. The final decision was conveyed to petitioner vide order, Annexure P-8. He submits that petitioner fulfilled all the qualifications as prescribed by the Rules/Policy. Gas agency has been functioning for the last four years. This court does not intend to interfere in writ jurisdiction as certain disputed questions of fact are involved. Petitioner would, thus, be at liberty avail alternative remedy of civil suit, if so advised.

Disposed of.
