This petition has been filed as a PIL, raising alleged public cause of conduction of inquiry against the functionaries of the Improvement Trust, Amritsar, since they are allegedly indulging in corrupt deeds.

We were intially inclined to relegate the petitioner to the Lokpal, where complaint can be filed but the learned counsel for respondent No.3 has apprised this Court that the petition suffers from suppression of material facts to the extent that only five out of six FIRs registered against the petitioner have been disclosed. FIR No.89 dated 13.06.2018 has not been disclosed which amounts to suppression of KANIKA 2026.05.01 15:20 I attest to the accuracy and integrity of this document
CWP-PIL-115-2026 2 material facts. It is also disclosed by learned counsel for respondent No.3 that DDR No.30 dated 03.04.2023 registered at P.S. Gate Hakima, District Amritsar, is also pending and this fact has also not been disclosed anywhere in this petition.

In view of the above and in view of no satisfactory explanation given by learned counsel for the petitioner in regard to suppression of material facts, this Court is inclined to and dismisses this petition with costs of Rs.10,000/- to be deposited in the Poor Patients Welfare Fund of the PGIMER, Chandigarh.
