The present petition has been filed for directing the respondents to grant the notional promotion to the post of Joint Director (Development), Haryana including all other consequential benefits.

2.
Learned counsel submits that the respondent No.4 was promoted prior to the petitioner, he though had a right of consideration, was not granted to him, with regard to which, a number of representations have been submitted by him, which have yet not evoked any response. He thus, at this stage, on instructions, submits that the petitioner is sanguine of it being considered in a positive manner, in case, a direction is given to the respondents to decide the representation dated 14.11.2019, Annexure P-18, in a time bound manner by granting him an opportunity of hearing.
