Prayer made in the present petition for direction to respondent No.4 to promote the petitioner on the Class-III post of Clerk. 2.

Learned State counsel refers to para 3 of the reply dated 12.02.2011 filed by way of affidavit of Assistant Registrar, Cooperative Societies, Shahkot to which there was no counter filed, wherein it has been stated that for the said promotion, minimum qualification of matriculation in Punjabi were required while as per notification dated 21.07.2009, it was to be Bachelor's Degree and 120 hours with hands on experience in the use of personal computers or information technology, which the petitioner did not possess. 3.
