The petitioner seeks allotment of a flat under the HIG Category pursuant to an application he states to have been made in the year 1991.

Prior thereto, he had made an application in the year 1980 for a flat under the MIG Category. According to him, the application was misplaced and he, therefore, made a similar application in the year 1985. He further states that on 24.12.1985 a flat was allotted to him. The allotted flat was, however, occupied by another party. This was the situation in respect of two alternate flats as well, he says. Be that as it may, ultimately, his application under the MIG Category was not pursued. 3.

He thereafter made the said application in the year 1991. The letter offering the flat is dated 20.05.1987 and the reference to it is found in Annexure P/10, which is a letter dated PARKASH CHAND 2016.03.21 11:18 I attest to the accuracy and authenticity of this document

CWP-10564-2015 - 2 - 16.06.1987 addressed by the petitioner to the Punjab Housing Development Board. The letter dated 20.05.1997, however, is not available. The respondents contend that the application was under the Board's discretionary quota. The policy itself was scrapped in the year 1997.

The petitioner in effect seeks reliefs in respect of an alleged right after 25 years. It is too late in the day now to grant the petitioner the relief of directing the respondents to allot a flat.

The petition is, therefore, dismissed.
