Prayer in this writ petition filed by the petitioner under Articles 226/227 of the Constitution of India, is for issuance of a writ in the nature of mandamus, directing the respondents to grant the benefit of letter dated 19.01.2024 (Annexure P-1) issued by Department of Personnel, Government of Punjab, for making payment of Rs.20,000/- per month along with interest @ 5% per month as minimum pay with annual increment to Group C and Group D employee working on adhoc, contractual, daily wagers and work charged and temporary employees from the date of issuance of letter as the petitioner being an adhoc employee is entitled to get the benefits of bestowed by the letter dated 19.01.2024 (Annexure P-1). Further a writ of mandamus has been sought for directing the respondents to make the payment of arrears of pay for the period from the date of issuance of letter dated 19.01.2024 (Annexure P-1) till date of implementation in case of petitioner. Learned counsel for the petitioner, at the very outset, confines his prayer for deciding legal notice dated 05.03.2024 (Annexure P-6). He submits that at this stage, petitioner would be satisfied, if the said legal notice is decided by passing a speaking order within a time bound frame.

I have heard learned counsel for the petitioner and have gone through the record of the case.

Without going into the merits of the case at this stage, the present petition is disposed of with a direction to respondent No.2 to decide legal notice dated 05.03.2024 (Annexure P-6), submitted by the petitioner expeditiously, by passing a speaking order, preferably within a period of 03 months from the date of receipt of certified copy of this order.
