These cases involve similar issues and therefore, are being disposed of together by this common order, for the sake of convenience the facts are derived from CWP-9791-2008.

Prayer made in the present petition is for quashing the part of impugned order dated 03.11.2006 for implementing the ACP scheme of 4, 9 and 14 instead of 8, 16, 24 and 32, might not, due to efflux of time, even be surviving.

Learned State counsel refers to para 7 of the reply on merits, wherein it has been stated that the decision of implementing the scheme w.e.f. 01.11.2006 has been taken keeping in view the other commitments towards remaining sections of the society development and welfare activities vis-à-vis the limited financial resource.
