The order challenged before us in this writ petition has been passed by the Central Administrative Tribunal, Chandigarh (for short 'the CAT') on 20.09.2019.

No reasons are coming forward for not challenging the order for a period of almost 51⁄2 years. Although there is no time limit prescribed for preferring a writ petition against an order passed by the CAT and the same is essentially filed in terms of the judgment passed by the Hon'ble Supreme Court in L. Chandrakumar Vs. Union of India (1997) 3 SCC 261, we are of the firm view that the normal limitation of three years has to be applied unless there are reasons otherwise on record to show the delay in filing of the writ petition challenging the order passed by the CAT.
