Pursuant to an order dated 23.09.2020 passed by this court, short reply/ affidavit of Principal Secretary, Government of Punjab, Department of Finance, has been filed deposing that as per proposal of the concerned administrative department, a sum of Rs.11,33,90,000/- has now been sanctioned. However, despite specific direction of this Court to give definitive time line about disbursement of the admitted amount, affidavit is conspicuously silent qua the same.

Another short affidavit of Sh. Gurjeet Singh, Assistant Director Office of Director General School Education has been filed, deposing on the same lines, that sanction by the Finance Department has now been received by the Department of Education. For further necessary action, the same has been submitted to the District Treasury, Mohali vide a bill dated 24.09.2020. SONU 2020.09.25 06:43 I attest to the accuracy and integrity of this document

Yet again, in this affidavit too, no time limit mentioned within which disbursement is to be made.

Confronted with the situation, Mrs. Sudeepti Sharma, learned Addl.AG Punjab appearing for respondents submits that disbursement is to be made by Treasury and after the requisite sanction accorded by the Finance Department, there should not be any further hurdle now. 4.

In the premise, it is expected of the respondents, particularly respondent No.2 to follow up the matter with District Treasury, Mohali and get the requisite payment disbursed to the petitioner within next 2-3 weeks to avoid any further delay and/or needless litigation. 5.

With this expectation, the writ petition stands disposed of qua the admitted principal outstanding amount. However, in respect of all other grievances raised herein, petitioner is given liberty to seek appropriate alternative remedy, in accordance with law, if so advised. 6.

In the parting, this Court would like to record its appreciation of Mrs. Sudeepti Sharma, learned Addl. AG, Punjab for such an able assistance rendered by her. But for her earnest and sincere efforts, it would not have been possible to dispose of this matter in such a short duration. This is despite the fact that, initially she had expressed her inability to join the hearing through video conference today, on account of some family circumstances and yet, she made it possible to render her assistance by appearing in the second round, after matter was passed over once.
